The poem is a painful description of how destructive an inclement and uncertain weather can be towards a farmer! "As uncertain as weather," is such a common cliché that is being used to describe the uncertainty of anything. But this very attribute of uncertainty, that is the striking feature of weather, very often mercilessly plays havoc with the anxiety-laden life of the largest sector of productive activity in India, namely the agricultural sector. The `uncertainty' extends itself, in addition, to natural calamities also that erupt in their own whimsical manner to the great woe of the farming community in India.
In a country like India, where more than 70% of the population depends on agriculture for livelihood, and where, therefore, the growth of economy continues to be largely dependent on agricultural activities, the farmer very badly needs every protection against the `uncertainty' that perennially hounds him in the form of vagaries in the weather, whimsicalities of nature, like floods, droughts, pests and disease, etc. Needless to say, these calamities wreak such havoc in a farmer's life that he is very often driven even to the point of suicide. Then, who could be more deserving than he for all the protection he needs? And what could be a better protection than insurance against all the probable risks the farmer is likely to face? |
