Cyber resilience and security affects people, organizations, communities and societies, leaders and the led, governments, systems, services and critical national infrastructure. Most of them are at risk, and many are already under regular cyberattack. This paper covers anticipating and responding to evolving and rapidly changing cyber, technology and AI-related risks and threats, including state sponsored and hybrid warfare attacks, cyber governance, challenges of effective preparation, collective responses and effective regulation, encouraging wider engagement and vigilance, addressing contemporary realities, identifying potential collaborators, and suggestions for future investigation and research. Addressing the full range of risks and threats can require timely, serious and productive collaboration, and increased cyber and infrastructural resilience and security. Collective resilience, speed of recovery, and maintaining services and human control of AI could become a shared purpose.
The term cyber has been linked to matters relating to computers and computer networks, the Internet or world wide web, and to information and digital technology and systems, and any supporting electronic systems.
