Disability-Inclusive Communications and Knowledge Management in Pacific Island Countries: A Comprehensive Framework
Abstract

Pacific Island Countries (PICs) face unique challenges in implementing disability-inclusive communications and knowledge management systems due to geographical dispersion, limited resources, and cultural contexts. This paper examines the current state of disability inclusion across 14 Pacific nations, analyzing gaps in communication accessibility and knowledge management frameworks. Drawing on the Innovation to Inclusion (i2i) Program, the Sustainable Education Support for Deaf Children initiative, and UNCRPD implementation efforts, this study proposes a comprehensive framework for enhancing disability-inclusive practices. The findings reveal that approximately 10-15% of Pacific populations (an estimated 1.2-1.8 million people) live with disabilities, yet face systematic exclusion from information access, education, and governance processes. This paper provides evidence-based recommendations for policymakers, development practitioners, and service providers to build more inclusive communication ecosystems that align with sustainable development goals and regional commitments.
