Communication is an essential component of risk management. A solid communication system is required before any project can be successful as communication failures can cascade through the project aspect resulting in associated negative outcomes. Each project requires a solid communication system to maintain the critical aspects of a good project business model and manage its risks.

Project managers have a goal to control the project in such a way that there are no adverse effects on employees, the environment, the public, or the customers while providing the final outcome which meets the client's requirements, within a specified time frame and budget.

Reaching this goal requires a holistic, comprehensive, systematic approach that goes beyond technical design and implementation activities. A comprehensive approach expands the project's organizational mindset beyond the technical and implementation realm to include the most fundamental communication system activities; design, implementation and maintenance of an organizational communication system. A solid communication system is needed to maintain the critical aspects of a good project business model—delivering the required project output or outcome safety, efficiency and cost-effectiveness within the specified timeline. This requires effective and efficient communications.
