For a long time the traditional management philosophy of control through command and compliance provided a secure stratified structure that appeared to work before japan's demonstrated paradigm shift in this philosophy. The article compares and explains the nuances in these philosophies.

The process of implementing and subsequently managing a TQM program can become a baffling minefield. The combined `wisdom' of sundry gurus, methodologies, theories, and data analysis can blind management to the real issues involved. In fact, the principles of TQM are very simple and are in essence only the application of sound common sense.
