National Fertilizers Limited, a public sector undertaking, is undergoing a developmental change program which involves interventions in the Technology, Rightsizing, Expansion and Marketing Strategies. The paper deals with issues like initiation and implementation of change, analysis of various interventions, their impact and cultural aspects. The initiative taken by the top management is proving to be successful and is well taken by the employees. The developmental program is planned to be completed in year 2005, which will be marked by the successful intervention in the Technology. The paper presents analytical details of the program starting with reasons for change, how change was implemented and how it is being received by the common worker.

The change affects different departments differently because of the various sub-cultures existing in the respective departments. Schemes like Voluntary Retirement Scheme have been successful. Management has employed the methods like Quarantine Transfers to achieve the proper rightsizing target. A cultural shift is observed after the change program which faced resistance, but not a serious one because implementing the program was like striking the iron when hot i.e., at an appropriate time when the Government of India declared disinvestment of the organization into a private sector.
